Amendment 4 campaign heats up, ‘we don’t want our Constitution for sale’

JEFFERSON CITY, Mo. – The campaign is heating up for a proposed constitutional amendment that would make it harder to amend the state constitution itself.


Amendment 4 would raise the threshold needed to pass a proposed amendment that originated by a signature campaign. Currently, such amendments only need a simple majority from a statewide vote. Under Amendment 4, however, petition-based amendments would need a majority of the vote in each of the state’s eight congressional districts.


One of the biggest opponents to Amendment 4 is the Missouri Association of Realtors.


“No other state has a requirement like this that eight out of eight congressional districts have to approve it,” said Scott Charton, a spokesperson for the Realtor-backed group Missourians for Fair Governance.


“We want to keep this advocacy tool for the people.” Charton said of Missouri’s initiative petition process.


However, many Republicans believe it’s too easy to amend the state constitution, and they say reform is desperately needed.


“This just raises the bar a little bit to say we still want that initiative petition available for Missourians who want to take advantage of it, but we don’t want our Constitution for sale,” Gov. Mike Kehoe said in an interview Friday.


Meanwhile, advertisements continue to pop up for Amendment 4, and Amendment 5, which the Missouri Association of Realtors is also fighting against.
